President Joko Widodo called for a ‘mental revolution’ among the Indonesian people and institutions to address structural weaknesses in the economy, the declining authority of the state and the rise of intolerance and sectarian conflict. Fred Carden, in a recent paper published by KSI, argues that given the complexity of governance and economic development issues, knowledge and evidence are central to that change and central to sensible policy decisions.

Knowledge Sharing: How to Evaluate a Mental Revolution

President Joko Widodo has called for "a mental revolution" for individuals and institutions in Indonesia to overcome structural weaknesses in the economy, the state authorities and the rise of intolerance and sectarian conflicts. After a promising start, the mental revolution movement is looking stagnant. Sustainability and success of such mental revolution require continuous information on the development of activities related to mental revolution, including progress (or otherwise) in the attitude and behaviour change based on existing evidence to achieve the desired changes.

Fred Carden, in a paper recently published by KSI, found that variety of solutions to the complex problems of governance and economic development place knowledge and evidence as central for changes and policy decisions.

Fred Carden is an experienced professional in development field and has built international reputation for his work in the field of evaluation. He has extensive experience especially in South and Southeast Asia and East Africa. Recently, he has set up 'Using Evidence Inc., a consultant working in research and evaluation that focuses on increasing the use of evidence in public policy.
