Greetings!

It was wonderful to meet so many international and national development stakeholders at the Doing Development Differently workshop on 15 and 16 March in Jakarta. The workshop covered what development practitioners are learning and applying in increasingly complex and fluid operating environments. For KSI, this was a great way to validate how a number of initiatives have commenced and are now adapting and growing. For example, the Indonesian Association of Policy Analysts and LAN (Lembaga Administrasi Negara) signed agreements with three major universities (Univ. Diponegoro, Univ. Indonesia and UGM) who will be applying their training modules to students, further increasing the number of qualified analysts serving in the Government. It has also been encouraging to see and support efforts to synchronise ministries working on similar issues, such as measurements for the performance of villages.

A really big thank you from the KSI team goes to everyone who attended the KSI Phase 2 Strategy Workshop. This was executed in a highly professional manner by the Syntegrity Group and resulted in excellent input and recommendations to the key central question raised: “How can KSI effectively catalyse collective action to strengthen Indonesia’s policy cycle to address the growing complexity of Indonesia’s development challenges?” We would be interested to hear what you think too!

HIGHLIGHTS: ADDRESSING CONSTRAINTS AND ESTABLISHING BUILDING BLOCKS


Implementing The ‘New’ Development Agenda
In recent years, new strategies have emerged to help address how the effectiveness of development programmes can be improved. Among them is the overarching Doing Development Differently (DDD) movement, as well as Thinking and Working Politically (TWP) and Problem Driven Iterative Adaptation (PDIA). On 15-16 March 2017 in Jakarta, the Knowledge Sector Initiative (KSI), KOMPAK and The World Bank in Indonesia jointly hosted the fourth international DDD workshop where around 200 practitioners, researchers, government and other partners gathered to unravel common threads, discuss the practical challenges of mainstreaming TWP and PDIA, and build DDD momentum between communities of practice to do development differentlytly. Policy Advocacy and Public Discourse on the Revisions to the 2014 Civil Service Law (UU ASN)
After the two-day broad consultative meeting on 16-17 February 2017 in Bogor on a proposed revision of Law 5/2014 on Civil Service, KSI and its partners facilitated a number of events that have resulted in the Government questioning DPR’s decision to revise Law 5/2014. A formal announcement is expected shortly. (learn more)


Development of Policy Analyst Functional Position
An MoU to support the capacity of policy analyst functional positions, signed by the Head of National Institute of Public Administration, Rector of Diponegoro University, Vice Rector of the Gadjah Mada University, and the Vice Rector of the University of Indonesia  
Since the inauguration of the board members of Asosiasi Analis Kebijakan Indonesia (AAKI) (Indonesian Policy Analyst Association) in December 2016, KSI has continued to support the capacity of this new professional organisation. Considering the importance of policy analyst functional positions, AAKI wishes to become a hub for knowledge producers and intermediaries, such as the Research and Development Agency (Badan Penelitian dan Pengembangan, Balitbang) at ministries and local governments, policy analyst units at ministries, NGOs and CSOs, and research and development units in the private sector and at universities.  (learn more)


Bappenas and Kemenko PMK are Leading Harmonization of Village Indexes
In the three years since the implementation Law No 6/2014 on Village, there is yet to be a single national reference for measuring the development of Indonesia’s more than 74,000 villages. Bappenas is using a ‘Village Development Index’ (Indeks Pembangunan Desa, IPD) that categorises villages into less developed, developing, and developed. The Ministry of Villages, Disadvantaged Regions and Transmigration is using a ‘Building Villages Index’ (Indeks Desa Membangun, IDM) that divides villages into five categories. The Ministry of Home Affairs uses its ‘Village Development Evaluation’ (Evaluasi Perkembangan Desa or Epdeskel) to monitor villages and administrative villages. There are others as well. Developing Communication Strategy for Policy Research and Government Institutions
Together with the Tempo Institute, KSI facilitated a two-day communication strategy workshop held on 6-7 March in Bandung. This workshop was organised to respond to an immediate need for KSI partners to improve effective research communication to support knowledge-to-policy processes. (learn more)


International Workshop on Developing Inclusive Growth Index for Indonesia
 
On 30-31 March in Bogor, KSI supported an international workshop on developing an inclusive growth index for Indonesia aimed to build a richer, more comprehensive knowledge and understanding of growth. The event was initiated by the Directorate of Macroeconomic Planning and Statistical Analysis, the Deputy of Economic Affairs, Bappenas which attempted to broaden and deepen the model of economic growth. Syntegration: Building a Shared Vision for the Knowledge Sector Program
 
On 20-22 March in Bandung, KSI and Bappenas held a strategy workshop to develop ideas and build a shared vision of the overall direction for the second phase of the program, approved in December 2016. The workshop used an innovative process - developed by Canadian business solutions firm The Syntegrity Group - which facilitates participants to identify challenges and opportunities, brainstorm ideas, and develop recommendations. This approach enables large, diverse groups to efficiently deal with complex issues and challenges in a compressed timeframe. (learn more)


Barriers for Quality Research among Islamic States Universities
On 14-15 March, KSI partner Pusat Pengkajian Islam dan Masyarakat – Universitas Islam Negeri Syarif Hidayatullah Jakarta (PPIM-UIN) organized a workshop on barriers for quality research among Islamic State universities. The seminar was opened by the head of research, publication and community service in the Directorate General for Islamic Education at the Ministry of Religious Affairs, Muhammad Zain and Prof. Jamhari Makruf, chair of the advisory board of PPIM-UIN. Former Vice-Chancellors of UIN Jakarta, Prof. Azyumardi Azra and Prof. Kommarudin Hidayat also provided introductory comments. Other speakers included Dr. Hans Antlov from KSI and Dr. Inaya Rakhmani from the University of Indonesia who presented her study of barriers for excellence at state universities. (learn more)

BAPPENAS’ Centre for Policy Analysis met with PUSPIPTEK to better understand the use of research and development of products for the commercialisation of science and technology-based industries, in particular through science techno parks. (learn more)

“On the Indonesian Knowledge Sector: two new working papers”
KSI has published two new working papers (WP), the first describes how SEKNAS FITRA has evolved over the years and how, by linking policy research and advocacy, it has become a key non-state actor in this policy area. The other reflects on the experience of SurveyMETER, a policy research institute based in the Yogyakarta, in testing the use of episode studies to describe a policy influence and policy engagement process that SurveyMETER had been leading.
