Fundraising Opportunity Assessment for Policy Research Institutes in Indonesia

The Knowledge Sector Initiative (KSI) currently provides core funding to 16 Indonesian university-based and independent policy research organisations. The aim is to strengthen their capabilities to produce and communicate high quality research to inform policy decisions. This paper provides an assessment of the opportunities and challenges that Indonesian policy research organisations supported by KSI face with funding their research work. The paper argues that even though the majority of the policy research organisations rely heavily on grants from international donors and have very limited alternative sources of income, there is potential for Indonesian policy research organisations to diversify their income and generate funding from sources other than international donors such as from individual donors and private sector companies, or to establish a separate 'for-profit' arm of their organisations in order to charge for services (earned-income).
