Update on Constraints in the Enabling Environment to the Provision of Knowledge in Executive and Legislative Government This report is an update of the report on constraints in the enabling environment produced by Stephen Sherlock in 2010 which examined issues in human resources and procurement regulations that create obstacles to the creation and supply of knowledge for policy. The aim of this report is to identify how much change has occurred in the executive and legislative government sectors since 2010 and whether the environment today is more conducive for engagement by KSI. The report finds that change since 2010 has been limited: under the SBY administration progress in reforms to the machinery of government was disappointing. But the political situation today is more encouraging. President Jokowi has a reputation for challenging the bureaucracy and has promised to reform government administration. The Civil Service Law (ASN) (5/2014) has the potential to bring new leadership and new expertise to the civil service; the new civil service Policy Analyst position could strengthen the quality of policy-making; changes to management of non-PNS staff in the DPR may bring significant changes; and the new Ministry of Research, Technology and Higher Education is potentially very important for the knowledge sector, once more detail is known.
