Accurate, consistent, up-to-date, complete, and open research data are prerequisites for producing data-driven policy making and quality research in Indonesia. To support data disclosure at the institutional level, research institutions implement mandatory submission and storage policies by providing an institutional repository. For this reason, it is necessary to have a derivative policy from Law Number 11 of 2019 concerning the National System of Science and Technology as a technical guideline for implementing the mandatory submission policy and mandatory storage of research data.
This study found that there are no research institutions that use the principles of research data management (RDM) and findability, accessibility, interoperability, and reusability (FAIR) in a structured way in managing research data in Indonesia. Only a few research institutes provide special storage facilities for research data for ongoing research. Under these conditions, the National Scientific Repository initiative developed by the Indonesian Institute of Sciences, supported by the Ministry of Research and Technology/National Research and Innovation Agency, has the potential to become an open repository of research output data and national research primary data.
Support from the government and various actors in the research ecosystem in Indonesia is needed to develop research data management capacity. The data management plan in the research proposal becomes important to support implementation of research data management.
