Diagnostic Study: Transformation of Research Governance in Universities

For universities, the demand to conduct research and produce international scale publications is even higher with the setting of "World-Class University" target (Ministry of Research and Higher Education (Kemenristekdikti), 2016). In order to achieve this target, the Ministry of National Education (Kemendiknas) (2011) emphasizes the need for a collaborative process between universities and industry, government and society to ensure that the relevance of topics and the dissemination of research activities in higher education align with actual needs and real problems in the field. However, the process of achieving targets for world-class campuses is still constrained by the inadequate quality of management of research institution.

This study aims to explore the factors that can improve the quality of research governance in universities through comparisons between the governance of state and private universities at the Independent and Main levels. It is hoped that with this comparison, this study can contribute to increasing understanding of: What alternative strategies can be implemented by LPPM in three types of universities with different governance systems (PTN-BH, BLU and Private) in ensuring quality management of higher education research before, during and after the research is completed? What are the steps to improve the quality of research management, including those related to the role and function of LPPM?
