The Knowledge Sector Initiative (KSI) is a partnership between the governments of Indonesia and Australia. It is funded by the Department of Foreign Affairs and Trade (DFAT) and implemented in cooperation with the Ministry of National Development Planning/National Development Planning Agency (Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional, Bappenas).

KSI supports Indonesian policymakers to develop more effective development policies through better use of research, data, and analysis. The program works with research providers and government agencies to strengthen the quality and policy-relevance of research and how it is used for policymaking. KSI also works to improve regulations and practices that support quality research and make using evidence in policymaking easier.

Lead - Communication, Research and Knowledge Exchange

Essential duties and responsibilities:

The Communication, Research and Knowledge Exchange Lead provides technical and management oversight for KSI’s efforts to develop new knowledge and share this with a broader audience. This aims to raise awareness, promote debate, and mobilise broader support for change in the knowledge sector.

Working closely with other members of the Senior Leadership Team and broader program and operations team, the Communication, Research and Knowledge Exchange Lead will oversee the implementation of strategies for learning, communications and knowledge exchange and contribute to shaping the strategic direction of the program.

The responsibilities are as follows but are not limited to:

  • Provide technical and management oversight for the Communication, Research and Knowledge Exchange team, including developing workplans and budgets, coordinating procurement, overseeing disbursement of funds, reporting on progress, and managing team performance;
  • Oversee the development and implementation of strategies for disseminating program knowledge and learning, including through events, publications, communications and media engagement;
  • Lead the program’s support for the Indonesia Development Forum, including working with team members, government counterparts, and DFAT to ensure the forum achieves its objectives of promoting interaction and collaboration between researchers, practitioners and policymakers;
  • Identify knowledge gaps and work with the program team, partners and consultants to produce and quality assure research reports and studies, short analytical products, infographics and other knowledge and/or communications products;
  • Lead and quality assure the production of contextual/programmatic/activity briefing papers to key stakeholders, including DFAT and BAPPENAS
  • Mainstream gender equality and social inclusion in all events and communications;
  • Work with the Performance Monitoring and Evaluation team to ensure that reflections and learning from program activities are documented and being used to inform ongoing implementation and overall strategies.

Requirements:

Master’s degree and a minimum of 12 years of experience or a Bachelor Degree and 16 years of experience in international development, public policy, social policy research, or a related field.              

Skills & Abilities:

  • At least 10 years working on large donor (or other) funded programs in a program management role Experience on DFAT-funded programs is highly desirable;
  • Proven ability to lead and mentor teams and work collaboratively with others;
  • Understanding of Indonesia’s research and higher education sector and of evidence to policy processes;
  • Experience conducting social research and understanding of research design and methodologies;
  • Ability to communicate complex ideas clearly and tailor information for different audiences;
  • Ability to communicate effectively, work collaboratively, and build relationships with a range of government and non-government stakeholders;
  • Flexibility, adaptability and a solution-oriented approach to resolving problems;
  • Ability to analyze and develop appropriate responses to complex situations;
  • Advanced English writing and editing skills;
  • Cross-cultural skills and an ability to communicate fluently in Indonesian and English.
