As reported in previous monthly reports, the National Procurement Policy Agency (LKPP) and the Ministry of Research, Technology and Higher Education (MoRTHE) are finalizing a revision of the national procurement regulation (Perpres 54/2010) that will include a new chapter on research to allow government officials to commission research from non-government research institutes and universities as well as allow government agencies to contract civil society organizations for social development and other self-managed activities.This will significantly improve access of GoI policy-makers to a wider range of higher quality research, advice and social services than is currently available from commercial organisations. To anticipate the approval of the regulation (presently at the Cabinet Secretary for presidential approval), KSI has established an informal coalition of PRI partners that will continue to support LKPP and MoRTHE in finalizing the revision and support its implementation. The first meeting of this group was on 27-28 October on Yogyakarta where AKATIGA held a coordination meeting with four mass-based organizations that are interested in delivering quality social development services to local governments (Aisyiyah Muhammadiyah, Muslimat Nahdlatul Ulama, Fatayat Nahdlatul Ulama and Wanita Katolik RI). The meeting discussed how the organisations can work with government, including providing inputs to MoRTHE and LKPP in producing technical guidelines and pilot the procurement regulations.
